Can I understand this to mean that the 13.4 4T service definitely has CN2, while the VPS may or may not?

Our CN2 VPS have guarnteed triple optimization with dynamic optimization,
But we highly favor CN2 lines, alot of users complement higher stability than other CN2 providers.
