Cheap VPS that is mediocre but cheap. 1vCPU, 512MB RAM, 5GB Storage, something like that. Available for roughly a dollar each month.
VPS with good CPU performance - i.e. EPYC or Ryzen CPUs, usually more RAM and storage to run web apps. People will pay slightly more for those.
VPS with lots of storage - i.e. $3/TB or even less if possible. Usually coupled with lots of bandwidth, and people might use it as a seedbox for PTs.
VPS with good IP - meaning that it has good media unlocking. Used by proxies and stuff.
Nontheless, usually having good routing to China's 3 major telecoms will be a huge W. You can also advertise good routing to a single carrier if that's the case, it'll definately attract customers.
In fact, we just need a reliable IDC that does what it says, does not make random changes, is stable, and occasionally offers special offers to make everyone excited. The rest must be stable and long-term.
